Whistle-blowing system for GOCCs launched
MANILA, Philippines - The Governance Commission for Government-Owned or Controlled Corporations (GCG) yesterday launched a whistle-blowing system for illegal and unethical conduct of officials and employees of GOCCs.
The GCG said the whistle-blowing system provides an ideal avenue for reporting either openly or anonymously any perceived wrongdoing within a state agency.
The system gives potential whistle-blowers easy access to GCG communication lines and other reporting channels like the agency’s website, confidential meetings with authorized GCG officers, email, mail, short messaging system, telephone and fax.
The system also allows the GCG to assist whistle-blowers in dealing with retaliatory actions as a consequence of their disclosure.
A committee comprised of GCG officers and lawyers will be set up to thoroughly investigate the information provided by whistle-blowers.
Several countries have recognized whistle-blowing as an increasingly effective tool for fighting corruption, fraud and mismanagement.
Gathering reliable statistics will greatly help decision-makers and the public to measure progress in uncovering corruption. – Zinnia Dela Peña
