MANILA, Philippines - Senator Miriam Defensor-Santiago has described today the Disbursement Acceleration Program (DAP) as a creation of “criminal mindsâ€, which was tapped as alleged incentives for the 20 senator-judges who convicted former chief justice Renato Corona last year.
In a radio interview, Santiago noted that the “brains†behind the DAP would have not foreseen that these disbursements of government savings - either impounded by the Department of Budget and Management (DBM) or returned by agencies at yearend - would be uncovered during their terms.
Santiago said the DAP funds were “absolutely†abused and misused.
“You can see the criminal minds of the people who taught of creating this (DAP). They did not think that this is okay for as long as it is kept secret and confidential. The problem now is that this (DAP) was exposed, and uncovered,†Santiago said in Filipino.
