PNP to buy P40-M genetic DNA analyzer

MANILA, Philippines - The Philippine National Police (PNP) is planning to buy a genetic DNA analyzer worth P40 million and six computerized desktop polygraph systems for P12.117 million.

The new equipment will be used by the PNP Crime Laboratory to speed up the identification of individuals through DNA testing.

In a paid advertisement in The STAR, the PNP said the submission and opening of bids is set at 2 p.m. on June 13 at the PNP headquarters in Camp Crame.

Director Arnulfo Perez, chairman of the PNP Bids and Awards Committee, said the pre-bid conference would be held at the PNP main conference room on May 30.

“Only those bidders who already bought the bidding documents could participate in this conference,” said Perez, concurrent chief of the Directorate for Logistics. The bid documents cost P25,000 each.

In the invitation to bid, the PNP invites all registered suppliers of the Philippine government to bid pursuant to the revised implementing rules and regulations (IRR) of Republic Act 9184 or the act providing for the modernization, standardization and regulation procurement activities of the government.

Under the IRR, the PNP said delivery of goods is required within 90 calendar days from receipt of notice to proceed.

“Bidders should have completed within five years from the date of submission and receipt of bids, a single contract similar to the project, which value must be at least 50 percent of the approved budget contract,” Perez said.

He said the open competitive bidding would use a non-discretionary “pass/fail” criteria as specified in the revised IRR of the RA 9184.

The bidding is open to both local and foreign suppliers.

Perez said the PNP reserves the right to waive any formality in the responses to eligibility requirements, reject any or all bids, declare a failure of bidding process, not to award any contract or award the contract to the bidder with the most advantageous offer.
