Swift legislative action to amend Constitution backed

MANILA, Philippines - A senior opposition lawmaker has backed the majority coalition in the House of Representatives in pushing for swift legislative action to amend the economic provisions of the Constitution.

In a privilege speech, Camarines Norte Rep. Elmer Panotes expressed support for the moves of Speaker Feliciano Belmonte Jr. and Senate President Juan Ponce Enrile for Charter reforms.

 “I strongly believe in the wisdom behind the move for Charter change that our beloved Speaker promotes,” he said. 

“I share his conviction of pushing for sweeping reforms in the economic provisions of the 1987 Constitution.”

Panotes called on his colleagues to continue in earnest efforts to amend the economic provisions in the Constitution.

The 15th Congress can easily tackle Charter change, he added.

Panotes said the restrictive economic provisions of the Constitution are the main obstacle to sweeping reforms in the Philippine economy.

“We are locked behind the shadows of our neighboring countries that have successfully broken out of their shells and evolved into a vibrant player in the global economic arena,” he said.

Panotes said the more important mission of lawmakers is the economic problems facing the country.

“Let us institute amendments particularly to the provisions on national economy, where we should loosen up conditions and create a friendlier environment conducive to the full and permanent realization of the intrinsic goals of the national economy and ensure that all undertakings redound to the best interests of the Filipino people,” he said.

He also called for an amendment of the provision creating the Judicial and Bar Council to correct the membership controversy.

Earlier, Belmonte told reporters President Aquino’s nod is not required but he admitted that his “full backing” is vital to the success of constitutional reforms.

“He (Aquino) submitted this first to the economic managers to find out if it will really have an impact on the level of investments in the country and second to the legal managers although up to this point it’s very obvious that it is allowed by the Constitution,” he said.

Belmonte and Enrile earlier met with Aquino on the urgent need for reforming the economic provisions of the Constitution.

Aquino has ordered his economic managers to study the proposal of congressional leaders.
