Ochoa feted by Bulacan provincemates for contributions to IBP

MALOLOS CITY, Philippines  – Bulakenyos have honored Executive Secretary Paquito Ochoa Jr. for his contributions to the provincial chapter of the Integrated Bar of the Philippines (IBP). He took the occasion to call for proposals for reforms in the judicial system.

The IBP Bulacan chapter recently awarded him the “Pinakamataas na Gawad Dangal Gat Marcelo H. Del Pilar” to recognize his membership in the provincial chapter and his work as officer.                                                                 

A resident of Pulilan town, Ochoa joined the chapter in the ’80s and served as its vice president in the early ’90s.

His father, Paquito Sr., was also a member of the chapter and served as an officer until he was elected mayor of Pulilan town.

In a brief speech, Ochoa expressed pleasure in reuniting with his colleagues and gratitude for the recognition given to him.                                                 

Ochoa also encouraged members of the IBP-Bulacan chapter to spearhead reforms in the judiciary by submitting proposals.

He said he met with Justice Secretary Leila de Lima last Thursday to discuss reforms in the judicial system, especially court rules and procedures that need to be amended to fast-track the hearing of cases.

“I’m asking your help to submit proposals on the procedures of courts for speedy justice,” he said.

He admitted that results of judicial reforms may not be realized until the end of 2016.

He also said that the country’s Revised Penal Code (RPC) needs to be amended because as it has existed since 1936.                                                   

“There are conflicting and overlapping laws that need to be revised,” he said.

He cited in particular the punishment of life imprisonment for crimes involving 20,000.                                                                                                                            

“I don’t think that’s applicable anymore because P20,000 has a different value today,” he said.

Last September, the provincial government also awarded him the Gawad Dangal ng Lipi.
