MANILA, Philippines - Starting Sept. 25, public school teachers and other civil servants can no longer be transferred or detailed to other offices in connection to the conduct of the synchronized barangay and Sangguniang Kabataan elections on Oct. 25.
In Resolution 9019, containing the “Calendar of Activities” concerning the elections, the Commission on Elections said that the “transfer and detail of officers and employees in civil service, including public school teachers” is considered a “prohibited act from Sept. 25 to Nov. 10 or for the duration of the election period.”
The restriction is in line with Section 261 of the Omnibus Election Code.
The Comelec also added that suspension of any elective provincial, city, municipal or barangay officer during this period is not allowed.
From Sept. 25 to Oct. 25, “issuance of appointments, promotion, creation of new positions or giving salary increases in government offices, agencies or instrumentalities” is also prohibited.
The calendar showed that those gunning for posts in the barangay and SK polls could start filing their certificates of candidacy from Oct. 1 to Oct. 13 but the campaign period runs from Oct. 14 to Oct. 23.
