3-pronged step vs insurgency cited

MANILA, Philippines - Interior and Local Government Secretary Ronaldo Puno said that law enforcement, negotiation and rehabilitation is the three-pronged holistic approach needed in tackling the insurgency and other peace and order problems all over the country.

Puno has been meeting with different sectors and government officials, including Defense Secretary Gilbert Teodoro Jr., to address the issues.

He also met with members of the Regional Peace and Order Councils (RPOCs) in the Visayas and Mindanao.

“Sec. Teodoro and I sat down and said let’s recommend to the President a different approach,” Puno said. “So, we came up with the approach of a task force that has three components – enforcement, negotiation and the last, rehabilitation and resettlement.”
