Dumlao expected to be in RP end July

MANILA, Philippines - Former police senior superintendent Glenn Dumlao is expected to be extradited to the Philippines before the end of July, a National Bureau of Investigation (NBI) source said yesterday.

The source said a United States law enforcement agency had advised the NBI that Dumlao will give his deposition on July 20 regarding the extradition case of former police senior superintendent Michael Ray Aquino before a US court.

After that, Dumlao will be extradited to the Philippines immediately, the source added.

The source showed a text message from a US law enforcer: “He (Dumlao) will be ready for removal after the filing of (his) deposition.”

The source said Dumlao will be detained at NBI headquarters in Manila after his arrival.

“He (Dumlao) will corroborate (details) in each material point made in the testimony of (former police senior superintendent Cezar) Mancao,” the source said.

NBI agents will escort Dumlao home from Los Angeles, California, the source added.

Meanwhile, Mancao is set to attend the hearing before the Manila Regional Trial Court (RTC) on July 22 on his motion to be dropped as an accused in the Dacer-Corbito murder case.

Judge Myra Garcia Fernandez of the Manila Regional Trial Court Branch 18 is handling the case of Mancao and Dumlao, who have been linked to the 2000 murder of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito.

Mancao had already pleaded not guilty to the charges of double murder during his arraignment last June 30.

Fernandez has set the pre-trial to Aug. 13 at 2 p.m.

Mancao has applied as a state witness in the Witness Protection Program (WPP) of the Department of Justice.

The WPP approved Mancao’s application to turn state witness for the government and testify against his co-accused.

Lawyer Ricardo Diaz, NBI Anti-Terrorism Division chief and one of those who had escorted Mancao from the US, said the NBI will secure Mancao at the Manila RTC, as well as when he gets transferred to a WPP safehouse.

“The NBI will always be there (in the safehouse) to provide him additional security if necessary,” he said.
