Palace has yet to submit Roque’s appointment paper; CA to confirm 3 envoys, 59 FSOs

- Christina Mendez -

The Commission on Appointments is waiting for the appointment papers of Labor Secretary Marianito Roque from Malacañang before it can set hearings on his confirmation, CA secretary Gemma Aspiras said yesterday.

Roque replaced Arturo Brion as secretary recently after the latter was appointed Supreme Court justice.

“To date, the CA has not received the appointment of Labor Secretary Roque,” Aspiras said in a letter that contained the official list of Cabinet officials confirmed by the CA and finally released by the CA secretariat to The STAR.

In the list, seven Cabinet officials are still awaiting confirmation. They are Budget Secretary Rolando Andaya Jr., Environment Secretary Jose Atienza Jr., Health Secretary Francisco Duque III, Justice Secretary Raul Gonzalez, Interior Secretary Ronaldo Puno, Energy Secretary Angelo Reyes and Finance Secretary Margarito Teves.

Aspiras earlier said the CA was unable to act on the appointments of these officials because the respective committee chairmen have not notified her office about the hearings, but expressed optimism that hearings will be set before Congress goes on break next month.

The CA has not set the confirmation hearings of the seven Cabinet members since Congress resumed session last April 21.

The CA secretariat finally released the list yesterday after its staff ignored requests for an official list last Tuesday on the appointments pending at the CA.

Meanwhile, Rep. Eduardo Gullas of the 1st District of Cebu said the CA is ready to hear and decide on the nominations of three ambassadors and dozens of chiefs of mission, foreign service officers and career ministers.

“We understand the papers of three appointees for ambassador and 59 chiefs of mission, foreign service officers and career ministers are already complete,” Gullas said in a statement.

The three ambassadors-designate referred to by Gullas are Francisco Benedicto, to India; Cristina Ponce Enrile, to the Vatican; and Guillermo Wong, to Cambodia.
