Surigao del Sur Rep. Prospero Pichay, chairman of the House committee on national defense, any further delaying tactic from the opposition in the canvassing process in Congress would create a constitutional dilemma if a president is not proclaimed before June 30.
In a statement, Pichay claimed the delay in the proclamation is part of a grand plan of a "no-proclamation" plot.
"I am beginning to piece together a sinister plot by selfish, unpatriotic enemies of the state, who apparently aim to create a constitutional crisis by delaying the proclamation of the winners," he said.
Pichay said police and military intelligence have already traced elements of the group involved in a "no-proclamation scenario."
"We have seen and heard results of the exhaustive investigations, proving that there are civilian and military components in this plot to grab power," he said.
Authorities bared an "Oplan Aklas Bayan," a supposed plot to sow public unrest over the proclamation of the winning president on June 30.
Malacañang also pointed to some opposition leaders as behind the plot, citing alleged police intelligence information linking some of them to the no-proclamation plot to derail the proclamation of the president and vice president.
But opposition leaders claimed the administration has resorted to fabricating destabilization plots to shift public attention from electoral cheating in the May 10 polls.
Allies of opposition candidate Fernando Poe Jr. in Congress have accused the administration of cheating it way through the elections to make it appear President Arroyo won.
Pichay, appointed member of the 22-man joint panel in Congress which will canvass the votes, said the delay in the proclamation of the winners "could be the very thing the plotters are aiming for."
"I appeal to my esteemed colleagues in the legitimate opposition not to allow themselves to be used by the unscrupulous authors of this wicked design which could cause irreparrable damage to our country and people." Pichay said.
"The leaders and participants of this scheme are blinded by greed for power and guided only by selfish interests," he said.
