Drilon wants landmark status for National Press Club building

Senate President Franklin Drilon filed yesterday a joint resolution calling for the declaration of the National Press Club (NPC) building and complex as a national landmark and shrine for freedom of the press, speech, and assembly, and protection of human rights.

The measure also calls for the preservation and improvement of the NPC building and complex.

A joint resolution has the force and effect of a law once it is adopted by both the House and Senate.

Drilon filed the measure shortly after President Arroyo issued a proclamation declaring the year-long celebration of the 50th year of the NPC from June 2001 to December 2002.

The President also contributed P1 million for the continuing rehabilitation and improvement of the NPC. It came a few months after the NPC fell into hard times, punctuated by its failure to meet the salaries of its employees and the expenses for water and power services.

In his joint resolution, Drilon cited the NPC as the most prestigious and most respected organization in the country known all over the world for its high regard for press freedom and fearless journalism.

"Many historic and landmark events, gatherings and meetings have been held, and historic and landmark documents have been signed in the NPC building," Drilon noted.

He also pointed out that the NPC building, inaugurated in 1955, was designed by architect Angel Nakpil as one of the first earthquake-proof buildings not only in Manila but also in the entire country.

"The NPC also served as training grounds for leaders of our country," Drilon added.

He identified Speaker Jose de Venecia, former Speaker Ramon Mitra, former Senators Orlando Mercado and Francisco Tatad, Senators Blas Ople and Loren Legarda, former Press and Tourism Secretary Jose Aspiras and several other former journalists who rose to become leaders in government and in the private sector.

"It is but fitting to declare the NPC building and complex as a national landmark and shrine of freedom of the press, speech and assembly and protection of human rights," Drilon stressed. – Efren Danao
