Defense Secretary Delfin Lorenzana clarifies that Vice President Leni Robredo did not use any military aircraft to provide relief goods in typhoon-hit Catanduanes.

Lorenzana further explains that an Air Force "Huey helicopter was used on November 3 to deliver relief goods from Robredo from Legazpi City in Albay to Catanduanes.

"I requested the Philippine Air Force to confirm through their flight manifest and they reported that there was no instance that Vice President Robredo boarded any military aircraft in going to Catanduanes," Lorenzana says.

Gov. Manual Mamba notes that floodwaters are slowly receding but relief distribution to affected families continue.

"...[I]t is necessary to give families and communities enough time to recover from the devastation, and to avoid compounding the stresses of rehabilitating their homes and their livelihoods with the challenges of distance learning," Mamba says in an executive order released Tuesday.

The House of Representatives will investigate the cause of the massive flooding in Cagayan and Isabela during the onslaught of Typhoon Ulysses.

“As the death toll continues to rise, and the extent of damage is slowly being revealed, there is an urgent need to examine the actions that were taken during, before and after the onslaught of Typhoon Ulysses,” Speaker Lord Allan Velasco (Marinduque) says.

Velasco, together with Majority Leader Martin Romualdez (Leyte) and Minority Leader Joseph Paduano (Abang Lingkod Party-list), file a House resolution directing the appropriate committee to look into the matter immediately.

Search and retrieval teams composed of policemen, soldiers and local officials who have been searching for three days now since the harrowing landslide in barangay Viewpoint, Banaue, Ifugao another three cadavers Sunday.

Nine bodies were already recovered from the November 11 nighttime landslide that buried a house where 11 individuals including four DPWH personnel (including 2 Engineers) were having coffee in barangay Viewpoint, Banaue.   Search teams are still looking for one of the victims.

Vice President Leni Robredo visits Cagayan Valley on Sunday morning to deliver relief assistance to victims of the massive flooding brought about by Typhoon Ulysses.

The vice president went to several evacuation centers in Tuguegarao City to bring food packs, drinking water and mattresses, according to her team.

"The Vice President has instructed her office's ground team to assess the situation in hard-hit areas and continue the relief operations in the province, with the help of private partners under the Angat Buhay program," the OVP says.

The death toll from Typhoon Ulysses rises to 67, the National Disaster Risk Reduction Management Council says.

The NDRRMC also reports 21 injuries in Cagayan Valley, Calabarzon, Bicol Region and Cordillera Administrative Region.

Meanwhile, 12 persons remain missing as of Sunday.

The Philippine Navy's BRP Pangasinan (PS31) will be delivering additional relief goods from Cebu to Bicol region, which was affected by the onslaught of tropical cyclones Rolly and Ulysses.

"For this transport mission, more relief goods such as food packs, rice, canned goods, toiletries, mineral water, used clothing, etc. are to be donated for the typhoon-affected families," the Naval Forces Central says.

The Central Command of the Armed Forces of the Philippines, in partnership with the different government and non-government units in the Visayas region, consolidated the relief goods.

Water reservoir water level at Magat Dam is at 192.15 meters, which is 0.85 meters close to its spilling level of 193 meters above mean sea level, as of 6 a.m. on Sunday.

The National Irrigation Administration-Magat River Integrated Irrigation System says reservoir inflow is at 1,020 cubic meters per second and outflow at 834 cubic meters per second with one spillway gate opened at two meters.

"The continuous rains upstream of Magat Dam contributed to high inflows, while rivers along the Cagayan River had also reached its maximum capacity, causing river overflows, not only to the Cagayan River but its adjacent areas," NIA says in a media release.

The bodies of five residents of Sitio Nabitu in Barangay Viewpoint of Banaue, Ifugao were dug out from the mud and rocks Friday morning several hours after they were covered in a landslide during the onslaught of Typhoon Ulysses that battered most of Luzon Thursday.

The death toll from landslides in the Cordillera region have risen to seven. There was one reported victim in Atok and another in Buguias, both in northern Benguet, on Thursday afternoon.

Police Brig. Gen. Rwin Pagkalinawan, Cordillera police director, said around six more villagers have to be retrieved from the mud and rocks at the landslide area. — The STAR/Artemio Dumlao

All cyclone warning signals are lifted as of 11 p.m. Tropical cyclone Ulysses (international name Vamco) is leaving the Philippine area of responsibility this morning, according to PAGASA.

It remained a typhoon throughout its destructive stay.

Heavy to intense rains, however, will still be experienced in Batanes, Babuyan Islands, northern and eastern portions of mainland Cagayan, eastern portion of Isabela, the northern and central portions of Aurora, Quirino, and Apayao.

Combined effects of Ulysses and the northeast monsoon will cause rough seas over the seaboards of northern Luzon, the northern seaboard of mainland Cagayan and the western seaboards of Bataan, Batangas, Occidental Mindoro (including Lubang Island), and Palawan (including Calamian and Kalayaan Islands).

Typhoon Ulysses brought downpours and gusty winds to Benguet and Baguio City also caused landslides and toppled trees prompting both government workers and villagers, in yet another rare show of “bayanihan” to clear roads covered with muds and rocks and fallen trees.

In Bakun town, two road systems were temporarily closed because of falling rocks.

The Baguio-Bontoc Road (Halsema Highway) remains open to motorists except for portions that are at risk of land and rock slides.

Almost all of Benguet was affected by a power outage as early as 3 a.m. on Thursday after electric posts were toppled because of the strong winds.

Linemen of the Benguet Electric Cooperative (Beneco) and the National Grid Corp. of the Philippines (NGCP) braved the rains and occasional strong winds in a bid to restore electric power in the province of Benguet and also in Baguio City. — The STAR/Artemio Dumlao

'Ulysses' is moving west in the West Philippine Sea but will continue to bring strong winds and heavy rains until at least Thursday night, PAGASA says.

In its 2 p.m. bulletin, PAGASA says the typhoon will bring gale- to storm-force winds in areas under Tropical Cyclone Wind Signal No. 2.

"Until tonight, moderate to heavy rains over Cordillera Administrative Region, the eastern portions of Cagayan and Isabela, Zambales, Bataan, Aurora, Cavite, the western portion of Batangas, and Occidental Mindoro including Lubang Island," the weather bureau also says.

"Light to moderate with at times heavy rains [will be experienced] over Western Visayas, Samar Provinces, Metro Manila, and the rest of Luzon."

The Metro Manila Development Authority has asked local government units to help those like Marikina that have been flooded due to heavy rain from Typhoon Ulysses.

"Since last night, we accommodated all requests for assistance such as deployment of rubber boats and dump trucks to the affected areas. We will help with whatever assets we can generate," MMDA Chairman Danilo Lim says in a press release.

MMDA says it has deployed two rubber boats and a dump truck have been deployed to help with rescue operations in the riverside city.

"A total of 692 MMDA personnel were deployed to various areas in Metro Manila for typhoon ‘Ulysses’ operations. Ambulances, rubber boats, truck-mounted cranes, backhoes, water pumps, and rescue equipment were likewise dispatched to different areas in the metropolis," MMDA also says.

The National Disaster Risk Reduction and Management Council warns residents in low-lying areas or near rivers in Central Luzon, CALABARZON and Metro Manila that water is being released from Angat, Ipo, La Mesa and Wawa dams.

It says this may worsen flooding and that those who can should evacuate.

People should coordinate with their local government units on evacuation, it also says.

'Ulysses' has maintained strength as it moves over the West Philippine Sea, PAGASA says in its 11 a.m. bulletin.

The weather bureau warns of strong winds in areas under Tropical Cyclone Wind Signal No. 3 and No. 2. "The surge of the Northeast Monsoon will bring strong breeze to gale-force winds over the rest of Northern Luzon," it also says.

Heavy rain is expected in Zambales, Bataan, Pampanga and Tarlac "while moderate to heavy with at times intense rains" will be experienced in the Cordillera Administrative Region, Cagayan Valley, Babuyan Islands, CALABARZON, Metro Manila, Mindoro, Marinduque, and the rest of Central Luzo," it also says.

'Ulysses' continues to cross Central Luzon and was in the vicinity of San Antonio, Nueva Ecija as of early Thursday morning, PAGASA says.

According to its 5 a.m. Severe Weather Bulletin, Ulysses is moving west northwest at 25 kilometers per hour and has maximum sustained winds of 155 km/h near the center and gustiness of up to 255 km/h.

"Destructive winds and heavy to intense with at times torrential rainfall associated with the region of inner rainbands and eyewall of the typhoon will be experienced over central and southern portions of Aurora, the northern portion of Quezon including Polillo Islands, Nueva Ecija, Bulacan, Tarlac, Pampanga, Pangasinan, Zambales, Bataan, Metro Manila, and Rizal within the next three hours," PAGASA says.

"The typhoon is forecast slightly weaken while crossing Central Luzon due to frictional effects in the presence of the Sierra Madre and Zambales Mountain Ranges. However, it is likely to remain a typhoon during its traverse of the Luzon landmass," it adds.

Typhoon Ulysses maintains its strength as it moves closer to the Quezon-Aurora area Wednesday night.

State weather bureau PAGASA says it is forecast to make landfall over Polillo Islands between 10 p.m. and 12 a.m. The typhoon will then cross Luzon and emerge over the western seaboard of Zambales Thursday morning.

At 7 p.m., Ulysses was located 65 km north of Daet, Camarines Norte with maximum winds of 140 kph and gustiness of 195 kph.

The center of the typhoon is forecast to make landfall in the vicinity of Calaguas Islands within three hours.

Typhoon Ulysses intensifies as it moves closer towards the Quezon-Aurora area, state weather bureau PAGASA says.

The typhoon is projected to make landfall over Polillo Islands and mainland Quezon between Wednesday night and Thursday early morning. PAGASA says it may reach peak intensity of 130 to 155 kph prior to landfall.

At 1 p.m., Ulysses was located 125 km north northwest of Virac, Catanduanes or 95 km northeast of Daet, Camarines Norte with winds of 135 kph and gustiness of 165 kph. It is moving westward at 20 kph.

Tropical Cyclone Wind Signals are up over several areas of Luzon and the Visayas on Wednesday as Severe Tropical Storm Ulysses maintains strength over the Philippine Sea.

Tropical Cyclone Wind Signal No. 2 (winds of greater than 61 km/h and up to 120 km/h may be expected in at least 24 hours) is up over the following areas:

  • The southern portion of Quirino (Maddela, Nagtipunan)
  • Southern portion of Nueva Vizcaya (Dupax Del Norte, Dupax Del Sur, Aritao, Santa Fe, Alfonso Castaneda)

As of 4 a.m., 'Ulysses' was 180 km Northeast of Virac, Catanduanes or 415 km East of Infanta, Quezon and moving west northwest at 15 km/h. It has maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h.

Severe Tropical Storm Ulysses is forecast to intensify into a typhoon in the next 12 to 24 hours as it traverses mainland Luzon.

State weather bureau PAGASA says the tropical cyclone will likely maintain its strength whie crossing mainland Luzon between Wednesday evening and Thursday early morning.

At 10 p.m., Ulysses was seen 250 km east northeast of Virac, Catanduanes, packing winds of 95 kph and gusts of 115 kph. It is moving west northwest at 30 kph.

"Ulysses" has intensified into a severe tropical storm as it moves towards Camarines Norte-Quezon area.

State weather bureau PAGASA said the tropical cyclone may intensify into a typhoon by Wednesday morning and reach its peak intensity of 130 to 155 kph.

At 7 p.m., Ulysses was located 425 km east of Daet, Camarines Norte, bearing maximum winds of 95 kph and gusts of up to 115 kph. It is moving west northwest at 30 kph.

Up to Signal No. 3 might be raised during the passage of Tropical Storm Ulysses in the country.

State weather bureau PAGASA says Ulysses is likely to make landfall over Quezon early Thursday, with a close approach to Catanduanes and Camarines Norte on Wednesday.

At 4 p.m., Ulysses was located 375 km east northeast of Virac, Catanduanes or 500 km east of Daet, Camarines Norte, packing winds of 85 kph and gusts of 105 kph. It is moving northwestwards at 15 kph.
