MANILA, Philippines - When NEWS5 gave birth two years ago to Tutok Tulfo, its very first public service program, the news organization vowed that it should serve as a trusted ally of Filipinos upholding righteousness and integrity. To this day, the exposé program hosted by hard-hitting broadcast journalist Erwin Tulfo continues to expose the public to the backbone of socially relevant issues. In its two-part second anniversary special (today and April 28), Tutok Tulfo steps things up by putting a critical eye on the police crime response management and giving an overview of the national mental health issues that are often overlooked.
The first part features Filipino adults living with mental illness and trying to cope amid being discriminated, feared, laughed at and abused. This is an alarming condition that is given little attention, with the national budget allotting only five percent to mental health, not to mention the inadequate laws that should be pushing for more rehabilitation programs. Tutok Tulfo will take a closer look at the treatments offered in mental institutions and outpatient hospitals and the potential negative effects of the lack thereof, as seen in crimes associated with people suffering from mental disorders.
The special also delves into the standard operating procedures practiced by police officers in crime management. This segment includes a study on the initial response, investigation and the intricacies of solving a crime and assesses the quality of service based on international standards. The segment also presents the challenges that grip the underprivileged stations in provincial regions and depressed areas, and how the officers cope with them.
Tutok Tulfo also extends its gratitude to Kapatid viewers via the on-ground Sakay sa Kaligtasan, a ride-for-a-cause activity led by its host Erwin, who is also motoring enthusiast. Together with the whole Tutok Tulfo team, Erwin will encourage more riders to join his mission to help the public by providing a help desk and creating awareness on crime prevention, self-defense and rescue operations in its northern leg today at SM Supermalls (Novaliches, Marilao, Pampanga and Tarlac) and southern leg on April 28 at SM Supermalls (Molino, Dasmariñas and Sta. Rosa).
