Talisay defeated the visiting Naga squad in their final encounter to bag the badminton game.
San Fernando ended third, Minglanilla was fourth, Sibonga was fifth place and Carcar was sixth.
With the victory in badminton, Talisay collected a total of four titles, the first three of which were in basketball and men and women's volleyball.
Naga, however, was able to snap back when it ruled the lawn tennis competition.
Naga defeated Talisay twice in two championship matches in categories A and B.
Class A was an open event with Naga placing on top of the line with the second to sixth places going to Talisay, Minglanilla, Carcar, San Fernando and Sibonga, respectively.
In class B, it was a competition among local officials and national agencies employees under District 1.
Behind Naga in class B were Talisay, Sibonga, Carcar, Minglanilla and San Fernando.
