Fabroa claimed the second leg honors of class B over Janrey Jaca.
Jonnel Tibay also broke his silence with his third place finish as Andy Villaver and Jun Amores placed fourth and fifth, respectively.
Fabroa hopes to duplicate his winning performance when the event returns at the Mandaue City Reclamation area for the third leg.
On the other hand, Albert Basigro topped in the special A race, outsmarting Randy Carbonera and Tour Pilipinas'05 campaigner Jovanni Delica.
Behind Delica was Jaybop Pagnanawon and Nilo Barbalose who ended fourth and fifth in the event sponsored by Macmac Jewelry through Nonoy and Gilda Abasola.
