ABC asked to conduct information campaign
CEBU, Philippines — The Association of Barangay Councils (ABC) in Cebu City has been asked to conduct an education campaign on the Commission on Elections (Comelec)’s gun ban guidelines and checkpoint operations.
Councilor Rey Gealon authored a resolution about this request, which was approved by the Cebu City Council during its recent regular session.
The poll body has implemented a nationwide gun ban starting Jan. 12 as part of its preparations for the May 2025 midterm elections. The gun ban will last until June 11, 2025.
During this period, carrying or transporting of firearms and other deadly weapons is prohibited, except by authorized individuals, as part of the measures to prevent election-related violence. Toy guns and gun replicas are also included as among the prohibited items in the gun ban.
Comelec spokesman John Rex Laudiangco had said, "Airsoft guns, air guns, and imitation firearm replicas are included in the ban. However, toy guns that are clearly distinguishable from real firearms are exempt from this prohibition."
Recognizing the vital role of the barangay in effectively implementing measures and programs for the community, the City Council requested barangay officials, through the ABC, to conduct a massive information dissemination on the Comelec gun ban.
In a separate resolution, the City Council also asked to post and disseminate information regarding the rights of individuals when subjected to a checkpoint operation.
The council said it is necessary that law enforcers who are manning checkpoints should adhere to standard procedures, saying "this is critical to maintaining public trust, ensuring transparency, and upholding the rights and safety of the public."
The same resolution reminded police officers manning the checkpoints that they are not allowed to force motorists to open their trunks, glove compartments or packages, but may politely ask routine questions.
“It is essential for the public to be informed of their rights during the conduct of checkpoints to ensure transparency, accountability, and the protection of civil liberties,” a portion of the resolution read.
Gealon, also filed a third resolution, which was approved by the council, requesting the Cebu City Police Office to conduct random inspections to the teams conducting checkpoints to ensure compliance of protocols and standards.
