Transfer Operation Second Chance
CEBU, Philippines — After his frequent visits and inspections, the chairman of the Committee on Peace and Order of the Cebu City Council, Councilor Phillip Zafra, has thought it is best to transfer the Cebu City "Operation Second Chance" Center to another place.
However, the councilor pointed out that this is still a plan, as he asked for more studies to be conducted prior to executing the proposal.
In an interview with The FREEMAN, Zafra explained that there is an ongoing initial search for an area for the relocation, if the proposal is approved.
He admitted that it will be a long process, but it is only better to start the initial actions for this purpose at this time.
He added that it is best to set up the Operation Second Chance in an area where there are no other facilities nearby.
The Operation Second Chance in Barangay Kalunasan is located next to the Cebu City Jail, which is also adjacent to Cebu Provincial Detention and Rehabilitation Center (CPDRC).
While this matter is still in the process, one of Zafra's priorities now is the further development of the facility as well as the implementation of intervention programs.
In Zafra's previous interview, he revealed that it is appropriate to strengthen and raise the facility’s fence, as well as to put more nets around the compound.
The Operation Second Chance is a rehabilitation center for Children in Conflict with the Law (CCL).
He also observed that some beds were already dilapidated, which has compelled some CCL to sleep on the table.
The councilor said that he will find a way to make the development happen and he wants to transform the image of the facility into something that would look like a house.
The councilor added that he will also propose for additional CCTV cameras around the facility.
Zafra highlighted the importance of strengthening the security measures of the facility to avoid the repeated escape of CCLs.
