Accreditation of city contractors, suppliers pushed

CEBU, Philippines —  Cebu City Councilor Nestor Archival, Sr. has proposed an ordinance requiring the accreditation of all contractors and suppliers of the city.

The proposed measure entitled “Cebu City Suppliers and Contractors Accreditation and Charging Ordinance” was referred to the Committee on Laws, Ordinances, and Styling for review.

“Requiring all contractors to be accredited by the Cebu City Government is an efficient tool for easier determination and short-listing of qualified and prospective bidders,” read the proposed ordinance.

“Requiring the accreditation of all Cebu City Government Suppliers and Contractors will ensure preference of those exercising businesses in this city,” it added.

Section 4 provides that an evaluation and accreditation board shall be created. It shall be composed of a representative from the Office of the Mayor; chairman of the Committee on Trade, Commerce, and Entrepreneurship; chairman of the Committee on Markets; duly authorized representative of Cebu Chamber of Commerce and Industry (CCCI), among others, in case of a supplier.

While, in case of a contractor, the board shall be composed of the representative of the Office of the Mayor; chairman of the Committee on Infrastructure; duly authorized representative of CCCI; duly authorized representative of Cebu Contractors Association, among others.

The board shall be convened by the Mayor within 60 days from the approval of the ordinance; evaluate the documents submitted by the suppliers and/or contractors; see to it that the price list conforms to the latest Department of Trade and Industry issued Price List and Department of Public Works and Highways (DPWH) issued Material Price List; and issue a Certificate of Accreditation to a qualified supplier and/or contractor.

The Certificate of Accreditation shall be valid for two years and shall be issued not later than one month from the submission of complete document by the applicant.

The accredited suppliers and/or contractors are required to submit to the Department of General Services (DGS) and Bids and Awards Committee (BAC) the Price List of all their products every six months, which shall not be later than June 30 and December 31 of every year.

Section 9 states that failure to submit the price list for two consecutive times shall result to the cancellation of the accreditation. Provided, however, that the contractor or supplier may apply for reaccreditation upon payment of P5,000 as penalty, which shall be separate from the necessary expenses required for reaccreditation.

It is also required that only those suppliers and/or contractors with valid business permit issued by the city government shall be allowed to apply accreditation as supplier and/or contractor of the city.

The board shall submit a report to the Sangguniang Panlungsod on a semi-annual basis every first week of February and August of every year.

It shall also be responsible for the drafting of the Implementing Rules and Regulations of the measure and shall manage and monitor its proper implementation.

Once approved, an amount of P100,000 shall be allocated for its implementation. — FPL (FREEMAN)
