Mayor Labella wants KTV operators probed

CEBU, Philippines —  Cebu City Mayor Edgardo Labella has asked the City Legal Office (CLO) to investigate the possible involvement of KTV bar owners, operators, and employers in various illegal activities, including human trafficking.

Labella has also instructed the legal office to undertake appropriate legal actions involving but not limited to the revocation of the business permits, closure of establishments, prosecution of cases and others.

This is in relation to the anti-trafficking operation conducted jointly by the Philippine National Police (PNP), the Department of Social Welfare and Development (DSWD), and anti-human trafficking organization Destiny Rescue last August 17, 2019 in a KTV bar along General Maxilom Avenue, Cebu City.

Cebu City Legal Officer Rey Gealon said that during their investigation, the CLO has to gather additional evidence from the PNP to come up with a comprehensive recommendation.

Gealon added that they have to be cautious and judicious since the investigation involves the rights and interests of children, whom Labella has vowed to uphold and protect.

“Rest assured, truth and justice will prevail,” said Gealon.

During the anti-trafficking operation last August 17, 11 minors were among the 28 persons rescued.

In the operation, the authorities have arrested suspects Jefferson Taplada, 44, and Ricardo Saviego Deligero, 30.

One of the minors rescued appeared clueless of the real reason they were brought to the KTV bar.

She said that she was only told they were going to spend the night at the KTV bar because someone has just arrived in Cebu.

Those rescued are now under the custody of the DSWD while the suspects are facing charges for violating R.A. No. 10364 or the Expanded Anti-Trafficking in Persons Act of 2012. — GAN (FREEMAN)
