Bidding for Capitol outsourcing reset

CEBU, Philippines —  The bidding process for the outsourcing of 839 Cebu provincial employees was rescheduled due to documentary glitch.

The bidding, which was scheduled on August 13, was rescheduled for August 20.

Lawyer Roy Salubre, the provincial treasurer, said the bidding is delayed for a week.

He attributed the delay to prospective bidders’ lack of requirements.

 “The bidding will be delayed a little bit, but there is nothing to worry about,” said Salubre.

Salubre said the bidding is still open for interested companies.

“We are still hoping that we will be able to outsource employees by the first week of September,” he said.

At present, only two companies have purchased the bidding documents.

The Bids and Awards Committee conducted a pre-bidding conference on July 29 to allow prospective bidders to clarify the provisions of the terms of reference covering the manpower outsourcing.

It can be recalled that Governor Gwendolyn Garcia terminated 2,992 job order and contract-of-service (COS) employees.

Garcia said the Capitol will already revert to the outsourcing of additional employees from manpower service providers.

She believes that outsourced employees are more efficient to deliver government services because they are placed under the supervision of their manpower agency that will also impose disciplinary action for the mistakes that they will commit in the performance of their assigned tasks.

Outsourcing is also expected to reduce the province’s operational cost because they will no longer have to comply with the salary grade for government employees provided for in the Salary Standardization Law.

The Capitol is allocating P277.7 million for the outsourcing of 443 medical personnel and 396 non-medical workers, including utility staff, clerks, agriculture technologists, drivers, and prison guards.

Employees’ contracts will be valid only until December 31, 2019. — KQD (FREEMAN)
