Hino Motors lowest bidder for P232 million city project
CEBU, Philippines — The Cebu City's Bids and Awards Committee (BAC) is now evaluating the bidding documents of Manila-based supplier Hino Motors for the procurement of 21 compactor trucks amounting to P232 million.
BAC head Ronaldo Malacora said Hino Motors was the lowest bidder during the opening of public bidding last Tuesday.
"Yes, under post-qualification pa… nalimot ko sa ilahang gi-offer nga price basta lower kay sa previous nga price (Yes, they’re under post-qualification… I forgot the price they offered but it’s lower than what was offered previously)," Malacora said.
The other participating bidders are RDAK Transport Equipment Inc., Civic Merchandising Inc., and JROG, a company based in Davao City.
This is not the first time that Hino Motors participated the bidding in the city. It, in fact, won the first bidding but Mayor Tomas Osmeña junked the Notice of Award because he wanted to hold a competitive bidding by inviting more bidders.
Under the existing policy, the technical working group (TWG) will first open the bidding documents of the lowest bidder.
The three types of documents that TWG will scrutinize are financial, legal, and technical.
Malacora said BAC will only declare Hino as winning supplier after it complies with all requirements.
"Ma-assured nga siya ang supplier once maka-comply siya and mapirmahan ang notice of award sa mayor (They will be declared formally as supplier once they can comply with all requirements and the mayor will sign the notice of award)," he said.
Once the procurement contract will be awarded to Hino Motors, it has 60 to 90 days to deliver the units.
This year, the Department of Public Services (DPS) appropriated budget for the procurement of heavy equipment in order to reduce the expenses for garbage disposal.
Since October 2016, the city government spent P133.7 million for the rental of 21 heavy equipment. — JMO (FREEMAN)
