Davide backs truck ban proposal in First District

CEBU, Philippines - Governor Hilario Davide III supports the proposal of First District Rep. Gerald Anthony Gullas for a truck ban in the First District but noted that there is a need to study and discuss the proposal extensively.

Gullas believes a unified truck ban in Talisay, Naga, Carcar, Minglanilla, San Fernando, and Sibonga would improve the traffic disputation in the district.

"Tun-an sad na kun asa ang heavy traffic, asa ang light ra kaayo tun-an na… I believe dili na ma-implement dayon… tun-an gyud na," Davide said.

Heavy traffic is experienced prominently in Talisay, Minglanilla, and Carcar.

Davide believes the increasing number of vehicles spurred by affordability and the absence of alternative routes are two major contributors to the worsening traffic situation in Cebu.

Aside from these, discipline among drivers should also be observed, he said.

"Kanang mga PUJs, jeeps, taxis, tricycles walay disiplina… diretso lang og kurbada, hunong sa tunga… ana ba… even private vehicles," Davide said.

Davide also believes that there is a need to build more roads to provide alternative routes. At present, the proposed trans-axial highway is the subject of a feasibility study.

If it pushes through, Gullas wants the truck ban to be implemented through an ordinance in every local government unit.

"It's an ordinance of every municipality and city. Ang uban, amendahon kung naa, pero ang uban, katong wala pa'y ordinance, maghimo," he stressed.

Gullas said councilors must also consult their constituents first especially those who own or operate trucks.

"Coordinate with them para we can find a compromise what we should do with them, maybe an alternative route for them, we don't know. In my opinion, I suggested kay ang perishable goods exempted like livestock, baboy, vegetables, fruits, but we will heed sa decision sa council," he added.

Since last month, the Talisay Traffic Operations Development Authority has been implementing a truck ban from 6:30 a.m. to 9 a.m., which resumes at 4 p.m. to 7 p.m., starting from the South Road Properties in Barangay San Roque until the national highway going to Minglanilla town. (FREEMAN)
