Ex-vice mayor files raps vs 3 MPG cops
CEBU, Philippines - The former town vice mayor has filed a complaint before the Office of the Ombudsman-Visayas against three members of Cebu City’s Mobile Patrol Group.
Dean Severo Dosado, former vice mayor of Sogod, said Police Officers 3 Eufemio Reyes, Noel Ragasajo, and Alberto Diamante of MPG committed malfeasance, perjury, and abuse of authority and violated Republic Act 6713 or the Code of Ethics and Ethical Standards for Public Officials and Employees.
The case filed stemmed from an incident that reportedly happened on November 16, 2012.
Dosado said that on the said date, he received a call from one Chyeryl Labay asking for assistance as his nephew Johnson Clark Gayrozaga threatened to burn their ancestral house in Barangay Sambag, Cebu City after an argument.
Dosado said he told Labay to call the police through hotline 166 and ask for protection as he was still at N. Bacalso Avenue.
When he arrived at Labay’s house after around 15 minutes, the police officers have not yet arrived, so she asked Labay to make a follow-up.
On board MPG police car 019, Reyes, Ragasajo and Diamante arrived and were guided by Labay to Gayrozaga’s room.
However, Dosado said, the three cops told them that they cannot do anything as Gayrozaga was inside his room and the situation was considered private.
Dosado said he volunteered to help the police, knocked and kicked the door, prompting Gayrozaga to get out.
At Fuente Police Station, Dosado said he met SPO2 Philip Plasus and requested him to put the incident involving Gayrozaga in the blotter for attempted arson and theft. Plasus, however, did not heed, so that Dosado insisted.
Dosado said he was told instead by Plasus to fill up an information data while Gayrozaga was told to file a complaint for malicious mischief against the former vice mayor.
Dosado said he was told by Plasus to hurry in filling up the information data as he will be put to jail for malicious mischief. After doing so, Plasus allegedly grabbed his arms and dragged him forcibly to the detention cell from the investigation room.
The former municipal official further alleged that the police officer choked him, prompting him to file a complaint for frustrated murder against Plasus before the Cebu City Prosecutor’s Office. — (FREEMAN)
