Bañas wants promotion for acting CCPO director

CEBU, Philippines - Police Regional Office–7 deputy director for operations and acting Cebu City Police Office director Senior Superintendent Conrad Capa deserves to be promoted to a higher rank.

This was the reaction made by PRO-7 director Chief Supt. Prudencio Bañas to reports that Cebu City Mayor Michael Rama wants Capa to stay as the city police director.

 Bañas said Capa should not be deprived of the chance to get a star rank.

Rama was earlier quoted in reports that he was impressed by the good performance of Capa and that he wanted the police official to stay in the city.

Capa was designated as acting CCPO director in addition to his job as deputy regional director for operations after the reassignment of Senior Supt. Noli Romana to the Civil Security Group in Camp Crame last December 4.

Bañas himself acknowledged Capa’s efforts in leading the security preparations for the yuletide season last year and the Sinulog Festival.

“It just shows that talagang maganda ang performance ni Capa sa Cebu City and I would like to commend him for a job well done but as you can see if he stays in Cebu City, hindi siya ma-propromote” he said.

He also said that the extension of Capa’s assignment at CCPO falls under case-to-case basis.

 “That is the prerogative of the Mayor to say that and he can make recommenda-tions but let us not deprive him (Capa) of that chance,” Bañas said.

 For his part, Capa thanked Rama for the appreciation, adding that he will continue to work as CCPO OIC as per directive of the PNP headquarters.

“I’ll just work, trabaho lang. At the end of the day, the PNP will decide on my fate,” he said.

Even while juggling his responsibilities at PRO-7, Capa is able to manage his responsibilities in both offices given his concurrent position at CCPO.

 Capa even recommended more policemen to be deployed for the Sinulog activities next year based on his observation this year.

“In the meantime, I am working in borrowed time. Nevertheless, I have been taking my job seriously as officer-in-charge,” he said.

Capa also pointed out that the position for CCPO chief has been declared vacant for now.

Bañas earlier clarified that no one has been identified yet to permanently lead the city police. Although, he said a new city director will be named probably within the year. (FREEMAN)
