DOE gives 90T compact fluorescent lamps to Cebu

CEBU, Philippines - The Department of Energy has allocated a total of 90,000 compact fluorescent lamps to Cebu’s eight congressional districts.

Based on the report released by DOE, all eight districts of Cebu, from the first to sixth districts, the lone district of Lapu-Lapu City, as well as the north and south districts of Cebu City, has an allocation of  90,000 CFLs.

However, records (summary of CFL Distribution, House of Representatives) show as posted at the DOE website, that only 52,298 CFLs were still distributed as of June 6, 2014.

The CFL distribution was coursed through the different congressmen as part of DOE’s Philippine Energy Efficiency Project (PEEP) that started in 2010.

One of the key objectives of PEEP, as stated in their website, is to demonstrate the societal benefits of the implementation of a series of energy efficiency projects in commercial, residential and public sectors.

Data shows that of the 201 district congressmen in the country, 58 of them submitted the complete requirements, while 71 of them submitted incomplete requirements and 72 did not submit at all the requirements.

While for the 48 partylist congressmen, 11 submitted the complete requirements, 14 submitted partially while 23 did not submit any requirement.

For Cebu, data added that Representatives Red Durano (fifth district),  Gabriel Luis “Luigi” Quisumbing (sixth district) and Benhur Salimbangon (fourth district), have a total CFL allocation of 10,000 each and these were all released by DOE and is marked as “completed.”

Former Cebu City South district Representative Tomas Osmeña has an allocation of  20,000 CFLs and were all distributed by DOE.  Former representative Eduardo Gullas of the First District has likewise an allocation of 10,000 CFLs but only 998 were distributed by DOE.

Former representative Rachel “Cutie” del Mar has an allocation of 10,000 CFLs but only 1,300 were distributed owing to the partial submission of documents.

While former representatives Pablo Garcia (second district) and Arturo Radaza (lone district of Lapu-Lapu City) has an allocation of 10,000 CFLs each but none were distributed by DOE for non-submission of the requirements.

There was no allocation, based on the report, intended for Cebu’s third district.

According to DOE, among the sustainable benefits of CFLs include cleaner air and water, better waste management, enhance reforestation, reduced dependence on imported fossil fuels, rural development, employment and poverty alleviation.

DOE’s PEEP is composed of five components, namely; energy efficiency in government buildings, nationwide residential lighting program, public lighting program, energy efficiency testing and lamp waste management and efficient building initiative and communication and social mobilization.  (FREEMAN)
