Guv says CFI ad is malicious

CEBU, Philippines - Governor Hilario Davide III has claimed that the paid advertisement of the Cebu CFI Community Cooperative earlier published in the newspaper was an insult to his administration.

This prompted Davide to also published his response in three local dailies yesterday.

“Para nako, I felt that I should respond to the paid advertisement of the CFI. It was an affront to the present administration of the provincial government,” Davide told reporters.

Davide alleged the paid ad was malicious as it attributed to an unnamed high ranking provincial official.

“Para nako it was addressed to all of us, dunay malice ato when it was published,” he said.

The CFI in its paid ad said that even if the elections are long over,  the demolition job against the coop is not yet over allegedly by a high ranking provincial who is definitely not the Governor.

In his published message yesterday, Davide emphasized that his administration is determined to introduce certain changes to promote and protect the welfare of its employees.

“I fully support the move of the Provincial Board to review the existing Memorandum of Agreement between the Cebu Provincial Government and the Cebu CFI Community Cooperative,” Davide said.

Davide also stressed that the substance of his response was to pursue the computerized payroll system of the Capitol employees, which guaranteed a net take home pay of not lower than P5,000.

The payroll system is in accordance with Section 37 of the General Appropriations Act of 2012 which provides that authorized deductions should not reduce the net take home pay of the employees.

Davide said that provision of GAA should be observed and that deductions to salaries for loan amortization to whatever lending institutions should be subordinate to the mandated government deductions.

“Salary deductions for loan payments, even from cooperatives, cannot take precedence over mandated government deductions,” Davide said.—(FREEMAN)
