Cebu student in Top 10 of EE licensure exam

CEBU, Philippines - Engr. James Mancio Baclay, a graduate of Cebu Technological University (CTU), placed eighth in the recent Registered Electrical Engineers Licensure Examination.

The Professional Regulation Commission (PRC) said the 21-year-old native of Talisay City got a score of 88.55 percent.

Baclay graduated cum laude from the CTU main campus in Cebu City. He finished high school from the Divino Amore Academy and elementary from the Jaclupan Elementary School, both in Talisay City.   

Baclay told The Freeman that he was motivated to work hard in the board because of the support from his family and friends.

“The strong moral support of my parents, sister, my loving partner and friends motivated me to top the recently concluded Registered Electrical Engineers Licensure Examination administered by PRC last September 7 & 8 , 2013,” Baclay said.

The eldest son of Jeffrey and Beautisma Baclay now lives with his partner, Melisa Morga, and their son Mark. He said his son was also his major source of inspiration.

CTU, on the other hand, said it is proud of Baclay’s achievement, considering he is the only one from the Visayas that landed in the Top 10.

“Ang CTU community is very proud of the accomplishment of our topnotcher. This is not the first since we already produced many topnotchers in our engineering department in the previous board examinations,” said Dr. Victor Villaganas, CTU Vice President for Academic Affairs.

Villaganas attributed the success of the university’s graduates partly to the quality of its faculty and staff who are topnotch graduates of reputable universities. He said that CTU is one of very few universities in the country that is ISO certified (ISO 9001:2008).

Aside from Baclay, the other graduates in the Top 10 include Charles Japeth Dichoso of Sorsorgon State College, 91.40; Christian Calonzo of Bulacan State University, 91.30; Dennis Marigon of Notre Dame of Marbel University, 91.25; Richard Regidor of the University of Mindanao-Davao City, 89.80; Melvin Lacia of Mindanao State University-Iligan Institute of Technology, 89.60; Leo Barcenas Jr. of the University of the Philippines – Diliman, 88.90; Anthony Crisostomo of the University of Santo Tomas, 88.70; Mark Harry Reyes of the Polytechnic University of the Philippines, 88.40; and Christian Moises Pahati of Bulacan State University, 88.30.

In its official website, PRC said 1,643 out of 3,063 Registered Electrical Engineers and 773 out of 2,126 Registered Master Electricians successfully passed the Electrical Engineer Licensure Examinations given by the Board of Electrical Engineering in Manila, Baguio, Cebu, Davao, Iloilo, Legazpi, Lucena and Zamboanga this September 2013.

The members of the Board of Electrical Engineering who gave the licensure examinations are Engr. Fortunato Leynes as the chairman along with Engr. Jaime V. Mendoza and Engr. Francis V. Mapile as members. – (FREEMAN)
