Gwen’s ally gets quarry permit before her term ended
CEBU, Philippines - Former governor and now third district Rep. Gwendolyn Garcia issued sand and gravel permit (SAG) to his political ally during her few remaining days at the Capitol after serving her six months suspension.
The SAG Industrial Permit No. 2013-09 dated June 21, 2013 was issued by Garcia to Asturias Mayor Alan Adlawan of Balamban Construction Ltd. Co.
The permission was granted to extract and remove 1,000 cubic meters of sand and gravel materials authorized under Ordinance No. 2008-10 of the Province of Cebu for commercial purpose from the area situated in Barangay Biasong, Balamban and Ubogon, Asturias covering an area of 35,816 square meters.
The permit is valid for five years from the date of approval which may be renewed for another five years upon filing of application on or before the expiry date.
An amount of P75,000 was already paid by Adlawan at the Provincial Treasurer’s Office last January 16, 2013 while Garcia was suspended.
The amount was based on P75 per cubic meter for the 1,000 cubic meters of washed sand to be extracted.
A cash bond in the amount of P20,000 was already posted by Adlawan since December 17, 1997.
Among the terms and conditions is that “the permit may be suspended or revoked at any time by the Governor when, in her opinion, public interest so requires or upon failure of the permittee to comply with the terms and conditions stated in the permit.â€
The permittee shall, within ten days after the end of each month, submit a monthly production report for sand and gravel permit to the Provincial Treasurer and the Office of the Governor.
The report under oath shall state the quantity and kind of materials extracted by the permittee, the amount of tax paid, the quantity and kind of materials sold or disposed of during the period covered by the report, the selling price, the names, and addresses of persons to whom the same were sold or disposed of, and the quantity and kind of materials left in stock.
