CEBU, Philippines - The Philippine Councilors League (PCL) – Cebu Provincial Federation is set to hold its election on Monday, July 29, while the last day of filing of certificates of candidacy is today.
The elected president of the provincial federation shall sit as ex-officio member in the Provincial Board.
Department of Interior and Local Government (DILG) provincial director Jerome Gonzales who chairs the PCL Election Committee said that the activity was set during its meeting last July 11 and 12.
This is in pursuant to DILG Memorandum Circular No. 2013-56 dated July 4, 2013 which sets the guidelines in the election of the PCL’s provincial federation, city chapter and regional council officers.
Within 90 days upon assumption to office of the regularly elected members of the Sangguniang Panlungsod of highly urbanized cities, independent component cities, component cities and municipalities, leagues presidents shall convene all the sanggunian members within their respective cities and provinces to elect from among themselves the federation and chapter officers.
In the case of Cebu Province, incumbent PCL president, Board Member Carmen Remedios Durano-Meca, said that she will convene the sanggunian members on Monday.
The filing of certificates of candidacy is done at the DILG offices.
Meca has already declared her intention to seek reelection with Talisay City Councilor Eduardo “Digul†Gullas as her runningmate.
Gullas is also the incumbent vice president of the PCL Cebu provincial federation.
Meca said that the whole morning on Monday shall be the registration of sanggunian members, while the election proper will start at 1pm at the Capitol Social Hall.
DILG Memorandum Circular No. 2013-57, Secretary Mar Roxas urged all city and municipal mayors to allow their sanggunian members to attend the PCL elections on official business.
The memorandum also stated the payment of P1,000 as membership fee for newly-elected councilors and P4,000 as term dues as well as P500 for the PCL Cooperative, P200 for the PCL Identification Card, traveling expenses and applicable registration fee per participant, may be authorized, chargeable against local funds.—(FREEMAN)
