For administrative cases 50 CV cops undergo legal education
CEBU, Philippines - About 50 summary hearing officers and pre-charge evaluators in Central Visayas went through a legal education for policemen to freshen up their skills in handling administrative cases against police officers.
The one-day seminar on Administrative Procedure and Disciplinary System was held at the Provincial Public Safety Company office in Sudlon, Lahug, Cebu City yesterday. It is part of the continuing program of the Regional Legal Service of the Police Regional Office (PRO)-7.
Chief Insp. Troy Warren Cayanan, deputy chief of the RLS, said that topics focused more on administrative system based on the National Police Commission (NAPOLCOM) Circular 2007-001 or Uniform Rules of Procedures before the Administrative Disciplinary Authorities and the Internal Affairs Service of the Philippine National Police.
“We revisit the provisions na dapat i-apply and unsay procedures in handling admin cases,†Cayanan said in a phone interview.
He added that they wanted all summary hearing officers to be updated on the provisions of NAPOLCOM Circular 2007-001 and exchange ideas with those who are new in the field.
“This is a continuing legal education,†he said.
All administrative cases filed must be resolved within 30 days as the longest time frame depending on the nature of the case. These cases are also monitored by Camp Crame.
“As much as possible ma-resolve ang case within 30 days,†Cayanan said.
Cayanan, however, said that due to other important matters that needs the attention of summary hearing officers and pre-charge evaluators, the resolution of some cases are delayed.
“Sometimes the lack of summary hearing officers also affect the disposition of the case,†Cayanan further said.— (FREEMAN)
