Bogo deputy chief now under BJMP custody

CEBU, Philippines - The family of a 17-year-old boy who was allegedly shot dead by Chief Inspector Ceferino Tabay Jr. wants the Office of the National Bureau of Investigation - 7 to conduct the autopsy.

As that developed, Tabay was remanded to the Bureau of Jail  Management and Penology (BJMP) yesterday morning and none of his family visited him.

Paul Montesclaros, the father of victim Vincent Paul, said they wanted the NBI to conduct the autopsy of their son’s body.

“Though we believe the Bogo City Police, we want the NBI to conduct the autopsy to determine the cause of death,” he said.

He said their family cannot accept the fact that his son was tortured and killed.

“Dili normal ang tawo naghimo adto dili gyud mi kadawat,” he said, adding all they wanted was justice for their son. (The man who did this to our son was not normal.)

Paul said their family would welcome if the girlfriend of his son, a 16-year-old girl, will visit the wake believing that his son would appreciate it. The two were together for one year and two months already.

Tabay was charged for murder case for allegedly killing Paul Vincent, his daughter’s boyfriend on Friday at 3:00 p.m. at a shanty in Barangay Guadalupe, Bogo City.

The case is now in the court after accused chose not to file a counter-affidavit.

Tabay earlier said that he committed the crime purely “out of fatherly love to his daughter” when he saw her nose was bleeding.

He claimed the victim was armed at that time which prompted him to shoot.

Paul said they will not allow any settlement if the family of the accused will seek one.

“Dili na mahitabo. Kinabuhi ilang gikuha…hustisya ang among pangayoon,” he said. (That won’t happen. He took a life. We want justice.)

Marcelina Montesclaros, the grandmother of the victim, could not contain her grief.

“Grabe ang pagpatay murag nagpatay og criminal,” she said.(He was killed like a criminal.)

The victim was the eldest of eight siblings.

The NBI directed the Montesclaros family to file a request before Regional Director Antonio Pagatpat for the conduct of autopsy considering the case was already filed in court.

PO3 Mary Joy Ylanan, Women’s and Children’s Desk Officer, said that even when Tabay was detained at the Bogo City police stockade, his wife never showed at the police station until yesterday.

When asked if the 16-year-old daughter of Tabay will be subjected to a stress debriefing, Ylanan said there is no confirmation yet from the mother.  — (FREEMAN)
