Issue of co-terminus Capitol employees already settled

CEBU, Philippines - Operations for both the provincial governor’s office and vice governor’s office are set to flow more smoothly now with the concerns of co-terminus employees having been settled recently.

Acting Vice Governor Julian Daan confirmed that the status for co-terminus employees for his office have been approved, effective last February 20.

The status of employees of both offices had been a concern for both Daan and Acting Governor Agnes Magpale after employees of suspended governor Gwendolyn Garcia refused to report to Magpale.

Garcia had six co-terminus employees who were supposed to report to Magpale already, being the acting governor.  But after Garcia was locked out from her office, the employees failed to report to Magpale even after two memorandums from the latter requesting them to see her immediately.

The Committee on Discipline and Investigation of the provincial government earlier said that if the employees fail to report to Magpale within the given time, they will be forced to terminate their employment.

But last week all the said employees filed their resignation effective immediately.

With this Magpale’s co-terminus employees from the office of the Vice Governor had to resign and re-apply for the Office of the Governor.  The employees of Daan when he was a Provincial Board member also had to re-apply for the Office of the Vice Governor.

This is in line with the prohibition to transfer or move employees from different offices within the election period as stated in the regulations of the Commission on Election. 

According to the provision, transferring of employees within the election period is allowed only if a formal request will be made to the Comelec.  The officials are still allowed to hire though until March 29.

For the office of the Acting vice Governor, the co-terminus employees are Christian Laroza, Erwin Alanano, Paul Fermina Abad, Jimmy Olive and Aldin Celis.

For the office of the Acting Governor the co-terminus employees are Czareem Estella, Basiliso Sungcad Jr., Marina Abeart, Susana Suico, Wilfred Lucas Toledo, Charlie Almirante, Jesiree Abapo and Virgilio Mendoza Jr.   (FREEMAN)
