'Maltreated' residents urged to file raps

CEBU, Philippines - The Commission on Human Rights (CHR) -7 has urged those reportedly maltreated during Thursday’s demolition in Barangay Marigondon, Lapu-Lapu City, to file the necessary complaint against the alleged culprits.

Several residents claimed they were hit by members of the Lapu-Lapu City Police Office (LLCPO) Civil Disturbance Management (CDM) who escorted members of the demolition team. Around 22 houses were taken apart.

CHR-7 Director Alejandro Alonzo told The FREEMAN they are ready to assist those residents reportedly harmed during the demolition if they will seek the commission’s help.          “While it is still early, they should submit themselves to medical examination and visit our office so we can help them,” Alonzo said in Cebuano. He said time element is crucial in a potential investigation.

No complaint has reached the commission as of yesterday.

“We can’t act on those mere allegations without proof and evidence,” he said.

In a footage shown over TV Patrol Central Visayas on Thursday, a member of CDM, armed with his baton and shield, was seen hitting one of the residents forming a human barricade. The police officer remains unidentified.

Alonzo said that the commission can use the video as evidence, which can merit investigation into the allegations.

Despite the allegations, CHR described the demolition as “very peaceful” and that there were no signs of any human rights violated.

Primo Cadampog, the CHR investigator who was present during the demolition, even commended members of the CDM for following proper procedure during the conduct of the demolition.

LLCPO Director Rey Lyndon Lawas assured that they will investigate the incident and punish those who are proven guilty of the accusations.

Lapu-Lapu City Court sheriff Tajudia implemented the order of demolition issued by MTCC Judge Manuel Sabello.

Some of the 70 affected families started reconstructing their houses yesterday using the financial assistance provided by the owner of the lot where they were moved from. – (FREEMAN)
