In his accomplishment report for 2011 to commissioner Ricardo David Jr., Madarang boasted the increase in his collection and the alleged admiration he got from the Office of the Ombudsman Visayas because of his strict enforcement of the anti-red tape law.

Madarang also reported that transactions and Visa processing time is now down by an average of 82 percent after the formal roll out of VIMS programs that has gained wide recognition from business chambers and foreign community for efficiency and faster service delivery.

VIMS was launched in 2009 for a fast, efficient and transparent delivery of immigration services.
