PNP launches e-Blotter system

CEBU, Philippines -The Philippine National Police formally launched its new Crime Incident Reporting System also known as their “e-Blotter” system yesterday.

With the aim of upgrading the PNP’s operations, the “e-Blotter system” is the first in the entire Central Visayas.

PNP Chief Nicanor Bartolome headed the inauguration of the new police station 2 (Fuente Police Station), together with Police Regional Office -7 Director Marcelo Garbo Jr.

“We are trying to depart from the old way, from our usual way,” Bartolome said, adding that it will make their work “simple and easy.”

The e-Blotter system is one of Bartolome’s top programs geared towards enhancing the crime reporting system in the country for effective law enforcement, public safety, and efficient administration of justice.

Through the e-Blotter, Bartolome said that they will now easily receive reports from police stations in just one click.

To make things fast within the PNP, the e-Blotter was developed to solve internal communication problems and to further generate timely crime data throughout the country.

In the future, Bartolome envisions all police stations to have the same technology.

With the PNP initiative, the said system is currently available only in major regions throughout the country because of the lack of funds.

Cebu City Mayor Michael Rama was one of the first to witness the PNP’s new system which provides the police an efficient archive for criminal cases.

Chief Sr. Supt Augusto Marquez of the PNP Directorate for Investigation and Detective Management told The FREEMAN that the e-blotter program needs funds which the PNP do not have.

Ideally, all of the 11 police stations and special units within Cebu City Police Office should have one computer unit solely dedicated for the e-Blotter system but currently, the Cebu City government has only provided only 4 computer units for the said system.

Marquez however clarified, that the city promised to provide all police stations and special units with the required units for the system.

Aside from the CCPO, the system is only operational in Tarlac, Batangas, Southern Leyte, Butuan, and the entire National Capital Region.

The e-Blotter was designed to be a stand-alone system which will be installed in all police stations as a way to report and monitor all crime incidents under their respected areas as well as their respected investigation and follow-up reports.

Marquez further explained that when fully realized, accessing of police records by investigators and other concerned parties will be “very fast and accurate.”

He added that with the “new way,” the e-Blotter will present an accurate system for criminal data documentation, storage, and efficient transmission for the entire force.The e-Blotter system was only launched in the country last September. — (FREEMAN)
