Revamp for CCSC mgmt. eyed

CEBU, Philippines - Cebu City Mayor Michael Rama might implement a revamp of the Cebu City Sports Center Management Committee in preparation for the feasibility study to be conducted to determine if the facility can be made a local economic enterprise.

Assistant City Administrator Dominic Diño said that the last Executive Order they know appointing the members of the management committee was in 2004.

The management committee is now composed of former Department of Education Regional Director Dr. Eladio Dioko as the Chairman, DepEd-7 Director Recaredo Borgonia, Cebu City Schools Division Superintendent Rhea Mar Angtud, Nestor Alonso and Center Manager Ricky Ballesteros and Vice Mayor Joy Augustus Young.

There are no names yet that came out because Diño said the mayor will be the one to decide.

The idea of making the sports center as an economic enterprise surfaced because the city is looking for more sources of income to provide more services to its constituents.

As mandated under the Local Government Code, Diño said there need for a feasibility study before they can turn the center into an economic enterprise.

The city’s current economic enterprises are the markets, the city abattoir and the Cebu City Resource Management and Development Center (CREMDEC), among others.

Ballesteros, in an earlier interview, said the sports center earns more or less P1 million a month from office space rent, parking fees and tickets.

But he also said that the expenses for the salary of staff and maintenance every month is also close to P1 million or more.

In 2009, the facility earned some P12,723,253 but its expenditures totaled to P12,837,046.42, giving it a deficit of over P113,000. In 2010, the sports center had gross receipts totaling P14,708,392 while the total expenditures amounted to P13,852,358.40. It only had a net income of P856, 033.71.

Diño said the feasibility study shall tell them how much is the income of the facility, how the income can be improved and how much are the actual expenses.

Diño said this information is currently unavailable because the facility neither submits reports to the accounting office nor remits income to the treasurer’s office.

The facility is a self-sustaining and self-liquidating facility of the city government.

Ballesteros earlier said that the arrangement has always been like that since he took over in 2002. He said he has not secured a copy yet of an ordinance or order, if any exists, formalizing such an arrangement.

Diño said the facility is supposed to report its operation to the city and the procurement of supplies and goods is supposed to pass through the Bids and Awards Committee as mandated in the procurement law.

Diño said that before the revamp, the mayor also ordered him to check on the ownership of the facility because they found out that the facility stands in a lot owned by Abellana National School.

A large portion of the facility is in Abellana’s lots but the actual school premises stands in the city government lots as records from the city assessor show. He said there is a possibility that the facilities have been swapped but the records were not updated. 

He said the city has to know after they heard reports that ANS is also claiming ownership of the property.  (FREEMAN)
