CEBU, Philippines - The over 200 employees from the Legislative Department of the Capitol will finally receive any time today their long-overdue anniversary bonus after the erroneous computation of their performance rating has been corrected.
Cebu Governor Gwendolyn Garcia yesterday met with the 250 employees of the offices of the Vice Governor, Provincial Board and Provincial Secretary to explain why the release of their August 2011 anniversary bonus was delayed.
“As you know, by no fault of your own and this we shall make very clear dili ni inyong sa’a. Ang computation sa performance rating sa legislative was not very well handled when we talk about the accuracy of the computation,” Garcia said.
Garcia mentioned that the person who handled the computation had admitted the “inexcusable” mistake for having without proper rechecking by another person who was tasked to do.
Garcia found it as a “supreme irony of ironies” when the subject is performance evaluation and that they demand so much from the Capitol employees in terms of indicators whether they be quantitative or qualitative.
Garcia stated that what had happened was a major bungling caused by one person but the responsibility is born not just by one person but by the entire team and ultimately herself.
“The goal was to measure it accurately but sometimes reality does not meet the goal especially when things are done hurriedly and too much trust is given to one person without proper counter checking,” she said.
The performance evaluation of the offices in the Legislative Department earlier show that the office of PB Member Joven Mondigo Jr. was on top prompting a protest from other offices.
Garcia ordered the review of the computation and created a team which later found out that the formula being used did not match with the result.
“Since this has been rechecked and double checked, I can now with confidence, state the final result,” Garcia told employees.
The final ranking shows that the office of PB Member Peter John Calderon is on top with corresponding very satisfactory rating followed by the offices of the SP Secretary, Vice Governor Agnes Magpale, PB Member Alex Binghay and Mondigo and all the rest got the corresponding satisfactory rating.
Employees with very satisfactory rating get P20,000 each while those with satisfactory rating get P15,000 each above the additional incentives for the performance of their respective offices and departments.
Employees from the top one department get P15,000 each; P12,000 each for the top two; P10,000 for top three; P8,000 for top four and P7,000 for top five.
“Maybe we could say nga maayo ra sad nga wala usa nato ma-release kay kung it could have happened nga dunay fair or poor maka reimburse unya mo,” Garcia said.
Those affected by the rechecking of the result may not get the complete P15,000 if found to have a deficit in the re-computation while others may also get higher than the amount.
“That was a mistake a big blunder which is inexcusable and we are offering no excuses in fact I accepted no excuses. We learn from this mistake and I have asked the performance team to see to it that this mistake will never be repeated,” Garcia declared. — (FREEMAN)
