FESSAGS probes gun permits of tanod
CEBU, Philippines - The Firearms Explosives Security Service Agency and Guards Supervisory Section (FESSAGS) in Central Visayas are now investigating who was responsible for issuing the memorandum receipts (MR) and mission orders (MO) to Barangay Santo Niño Tanod Ricardo Pugoy who accidentally shot himself on Tuesday inside the barangay hall.
FESSAGS-7 Chief Supt. Rex Derilo told The FREEMAN that issuing the said permits have already been prohibited. “Dugay na na gidili ang pag issue og mga MR ug MO,” he said.
He clarified that the said special permits are only issued to government agents who has regular compensation from their respective agencies, adding that Pugoy is not an organic or regular employee of any government agency.
Pugoy have claimed, according to Derilo, that his special permits were issued by the Department of National Defense.
Due to such claim, FESSAGS is currently coordinating with the Armed Forces of the Philippines to trace who issued the said permits.
If they can find the officer who issued Pugoy’s special permit, the said officer will face possible charges for violating the law.
Pugoy will also face criminal charges for violating Republic Act 8294 or Illegal Possession of Firearms.
He further said law enforcement agencies should refrain from issuing such special permits to civilians because it is illegal.
Derilo encouraged agents who have firearms with special permits to apply for the appropriate permits as provided by the law.
“I advice the agents to apply for permits to carry firearms outside residence – if they will be granted,” he said.
He clarified that these permits are only issued to those people whose lives are threatened and are in constant danger. “I-issue ra na sa mga aplikante with existing threats on their life and if their job calls for it,” he said.
Further, Derilo admits that there are many other gun owners who have the same problem as Pugoy, adding that they should get the necessary permit from the FESSAGS to prevent being charged for violating the law. (FREEMAN)
