CH fired 50 but hired 180 casual employees

CEBU, Philippines - The Cebu City Government ended the services of 50 casual employees but hired more than 180 new employees since January this year.

A report from the Human Resource and Development Office revealed that from January 1 to September 30 this year, there were 186 new employees under casual status hired and assigned to different offices of the city.

The officers with new employees are the City Abattoir (2), the Accounting Office (14), City Assessor’s Office (2), Cebu City Medical Center (33), City Health Department (8), City Traffic Operations Management (14), City Treasurer’s Office (14), Engineering Department (5), Manpower Development and Placement (3) and Department of Public Services (7).

The Division for the Welfare of the Urban Poor gets 21 new employees while the Mayor’s office also got the same number of new employees. The Legislative office gets 14 new employees while the Office of the Vice Mayor gets 10.

From January to June 2011, the city hired 748 job order employees, of which, 184 were assigned to the Engineering Department, 168 to SEF, 78 to the South Road Properties, 134 to DPS, 24 to the Squatters Prevention and Encroachment Elimination Division and 25 to the Commission on Elections while the rest went to Fort San Pedro, CCMC, GASA and DWUP among others.

Since July, 532 job order employees entered into a contract with the city for employment up to December this year.

The number of casual employees currently employed by the city is 3,222.

Of the said number, 358 are in CCMC, 22 in CCMC College of Nursing, 59 in the City Abattoir, 23 in the City Resource Management and Development Center, 571 are in CITOM, 209 are in City Health, 299 are in General Services Office, 480 are in DPS, 32 in DSWS, 132 are with Engineering Department, 59 in DWUP, 49 in MICS, 38 in the Market Operations Division and 40 with the Accounting Office.

Mayor Michael Rama said the non-renewal of 50 casual employees is not political but was based on the recommendation of their department heads, who also based it on their performance.

He said the number is very insignificant to over a thousand casual employees that his predecessor did not renew in 2001.

He said there are more employees hired than not renewed because the requesting departments needed the skills and talents that the newly-hired possess.

Rama assured that those who were not renewed were replaced by even better employees as he has instructed the Personnel Selection Board and the HRDO that if one must go, it should be replaced by an even better person.  (FREEMAN)
