DILG asks public to join barangay assembly

CEBU, Philippines - The Department of the Interior and Local Government (DILG) is asking the public to participate actively in the synchronized barangay assembly tomorrow.

The barangay assembly also coincides with the landmark legislation on local autonomy and decentralization known as the “Local Government Code of 1991,” which marks its 20th year celebration with the theme: “Local Government Code: 20 Years of Gains Towards a More Meaningful Autonomy”.

DILG Regional Director Pedro Noval said the celebration aims to reflect the two decades of accomplishments made possible by the Local Government Code, highlighting the continuing challenges in local governance and explore possibilities of amending some provisions to enhance local autonomy.

According to Noval, the conduct of the Mandatory Barangay Assembly every October will be held on October 9, 2011 pursuant to Proclamation No. 260 issued by the President on September 30, 2011.

The assembly is conducted twice a year as provided under Sections 397 and 398 of the Local Government Code of 1991. These serve as venue for the barangay officials to apprise their constituents of the various accomplishments, initiatives, programs and development projects they have undertaken.

The forum will give barangay leaders opportunity to present the State of the Barangay Report reflecting the true state of governance, social services, environment and financial standing of the barangay, among others.

DILG Cebu City Director Patricio Gabuya also emphasized that barangay assemblies are appropriate venues for the community to air their concerns and to be heard by their barangay officials.

Gabuya emphasized that the community must play a big role in identifying solutions to issues and problems confronting them. (FREEMAN)
