CEBU, Philippines - The city prosecutor’s office recommended no bail for the man who allegedly robbed a girl and killed a man during the opening of the Mambaling flyover.
Prosecutor Rodulph Joseph Val Carillo charged Gerald Villeno for robbery with homicide before the Regional Trial Court.
Carillo said the complainant was forwarded to court after Villeno failed to submit his counter-affidavit despite notice.
“From the foregoing, the undersigned submits that there exists probable cause to charge respondent with the crime of robbery with homicide,” he said.
Charges have been filed earlier against Villeno’s cohort Jeffrey Pulgo who was arrested by policemen who responded to the area. Villeno evaded arrest at that time.
In an affidavit, Felix Panugaling, 44, said he was with his friend Arsenio Hanggin Jr. on April 20, 2011 when they heard Hanggin’s niece, Lovely, shout for help. When they approached the girl, they learned that two men on board a bicycle had robbed her of her mobile phone.
Panugaling said they immediately chased the suspects until they reached the newly constructed Mambaling flyover. There, the suspects fired shots at them and hit and killed Hanggin. Panugaling himself was hit on the wrist. – (FREEMAN)
