Carcar police chief in hot water

CEBU, Philippines - The chief of police of Carcar is now facing investigation after it was found out that their police station continuously issues computer-generated clearances despite the instruction of Cebu Provincial Police Office (CPPO) Director Erson Digal. 

Provincial Investigation and Detective Management Branch (PIDMB) Chief Rubin Cuizon said they need to investigate why Police Chief Inspector Ali Baron was not able to implement the manual issuance of police clearance after Digal gave an order last year.

Cuizon said the order to investigate Baron came from Digal, who found of the incident when he visited Carcar Police Station on Wednesday.

“Iyang ipa-investigate basin lang naay anomaliya,” Cuizon told The FREEMAN.

Baron explained he immediately sent a formal letter to the municipal government after receiving the order from Digal last year.

The Advance Federal Information System (AFIS), the private firm in-charged of the computers for the clearances has signed a memorandum of agreement (MOA) with the local government for the implementation of the new system.

Baron said that he already asked the Municipal Treasurer’s Office for the police clearance forms but it did not release them yet.

“Ganahan unta mi naa na among request aron inig hunong namo sa computerized diretso nami sa manual issuance, dili mahunong among pag-issue,” Baron told The FREEMAN over the phone.

Digal ordered the manual issuance of police clearance last year after he found out that some police stations asked for another payment aside from the payment for the official receipt issued at the Municipal Treasurer’s Office.

Baron claimed that aside from the P40 payment at the MTO, AFIS asked for another P70 payment upon issuance of police clearance but with receipt.

Baron added that as to continue the issuance of police clearance, they utilized their old printer and only requested bond papers from the government.

Cuizon however said they still have to review the explanations that Baron sent to their office before they decide on the matter.   (FREEMAN NEWS)
