CEBU, Philippines - The Department of Interior and Local Government in Central Visayas (DILG-7) announced the appointment of Elias F. Fernandez as its new assistant regional director replacing Lilibeth A. Famacion who was transferred to DILG-13 to serve the same position.
This is in pursuant to Department Order No. 2010-11 issued last January 6 by DILG Secretary Ronaldo Puno to “further improve not just the management on field offices but also the delivery of services to the public.”
Fernandez was formerly connected with the National Barangay Operations Office of DILG Central Office and has been here last January 8 in view of the urgency of the order.
He assumed office when DILG-7 director Pedro A. Noval Jr. was in Japan with local officials and functionaries of the clustered LGUs in selected regions of the country for a two-week training seminar on One Village, One Product Movement.
Fernandez is an environmental planner per PRC License No. 539 and a graduate of Bachelor of Arts Major in History and Political Science at the Lyceum of the Philippines and Philippine Christian University respectively, said Willie Jean Cabanag, DILG public information officer, in a press release.
Fernandez obtained his Master in Public Administrations at the National College of Public Administration and Governance of the University of the Philippines. He has also attended various seminars and trainings both local and abroad.
He started serving the government on 1979 as executive assistant and project evaluation officer of the then Metro Manila Commission now Metropolitan Manila Development Authority.
When he transferred to DILG, he started as local government operations officer II then later promoted to senior local government operations officer. He also became a supervising LG operations officer before he was promoted as assistant division chief, division chief, assistant NBOO director and finally DILG-7 assistant regional director. — Jessica Ann R.
