Loot failed to implement Capitol programs

CEBU, Philippines - Daanbantayan Vice Mayor Ma. Luisa Loot admitted lapses over the alleged failure to implement Capitol’s programs.

Loot said they were not able to implement the province’s programs such as childcare, supplemental feeding and microfinancing.

Loot along with the 18 of the 20 barangay captains in the town went to see Cebu Governor Gwendolyn Garcia last Friday afternoon to discuss on the implementation of the projects.

Loot told Garcia they still support the projects of the provincial government despite all that has happened.

Provincial Social Welfare and Development officer Marivic Garces and Bernard Calderon of the General Services Office filed administrative complaints against Loot and Mayor Sun Shimura for gross negligence and dereliction of duty as provided for under Section 60 of Republic Act No. 7160 of the Local Government Code.

In the complaint filed by the social welfare officer, Garces accused the mayor and vice mayor of not implementing the programs of the provincial government. These include special programs like the Early Child Care and Development Program and Sinanduloy program as well as regular programs for children, women, the youth and the elderly.

According to the complaint, Shimura and Loot were reminded about the implementation of the program of the provincial government but did not heed them.

 “Hopefully dili na mausab ang nahitabo sa unahan,” Loot told the governor in front of the barangay officials.

Garcia said she was pleased to hear that the town is determined to implement the programs.

 “Nalipay kaayo ko nga atong mga programa inyong i-implementar. Kadtong nahitabo, nahitabo naman to…let us move forward,” Garcia said.

Garcia added that “unsa atong nahimo dili nato huna-hunaon nga para sa atong kaugalingon kun dili unsa’y makaayo para sa katawhan ug sa probinsya.” — Garry B. Lao/BRP (THE FREEMAN)
