CEBU, Philippines - A pet German shepherd has become the focus of complaints of some residents in Villa Leyson, barangay Bacayan, Cebu City, that prompted the complainants to seek assistance from City Hall.
Crystal Arangcon and Lucia Gilbero said the pet dog of their neighbor couple Rommel and Gigi Quiñones caused many disturbances in their neighborhood such as the loud barking and the foul smell of its waste.
According to them their children can no longer play around because they are afraid of excessive and continuous barking of the dog.
They added that the barking of the dog also disturbs the sleep of their neighbors and since the dog is not kept properly and the smell of its waste bothers their guests.
“We cannot rest well especially during day time. Also our students cannot concentrate in their studies because the voice of the dog is so irritating to the ears,” read a letter allegedly sent by village residents to the couple.
But the couple, in an open letter, claimed that they have not violated any law and no barangay ordinance prohibits them from keeping such a pet.
The Quiñones couple explained that they adopted Blackberry, the German shepherd, after various incidents involving thefts occurred in their neighborhood.
The Cebu City Council decided to refer the matter to the Bacayan barangay officials headed by Zenaida Colina for possible amicable settlement between the concerned parties. — Rene U. Borromeo/BRP(FREEMAN NEWS)
