FDRCon seeks reconsideration of failed bid for landfill project

CEBU, Philippines – A prospective contractor for the privatization of the Inayawan landfill is asking the city’s Bids and Awards Committee to reconsider its bid to supply deodorizers and laborers for the landfill despite its foreign partner backing out from the project.

City Administrator Francisco Fernandez, chairman of BAC, said FDRCon wrote him a letter stating that it can still pursue with the P7 million contract to supply chemical deodorizers and laborers even after its foreign partner Endesa, backed out.

FDRCon also asked to be allowed to continue bidding and prove its track record even without Endesa. FDRCon contended that the city will not have anything to lose because there is no capital expense and only opportunity cost.

“And if they fail, FDRCon has a performance bond which is equivalent to one percent of the contact price,” Fernandez said, adding, that the committee will have to carefully evaluate FDRCon’s request.

The committee earlier declared a failure of bidding as far FDRCon is concerned because Endesa’s backing lessens proof of FDRCon’s track record. FDRCon, in itself, reportedly does not possess the track record required in the post-qualification.

BAC was ready to sign the resolution last month and subsequently award the contract to FDRCon, but postponed the same after receiving a letter from Endesa informing the city that it is withdrawing from its partnership with FDRCon. — Ferliza C. Contratista/JMO (THE FREEMAN)
