Construction worker accused of rape

CEBU, Philippines – A construction worker was arrested the other night for allegedly attempting to rape a 14-year-old high school student in sitio Pailob, Sambag Uno, Cebu City.

Denver Loquiano, 30, temporarily residing in St. Michael Village in Banilad, Cebu City, was arrested by the responding barangay tanods of Sambag 1 and elements of Mobile Patrol Group of the Cebu City Police Office in barangay Pit-os.

Loquiano was positively identified by the mother of the student as the one who entered the comfort room of their house past 9 p.m. Sunday and tried to rape her daughter.

The woman helped fight off the attacker and he jumped over a wall of the construction site where he worked. 

He later threw over a piece of paper with his name and cellphone number, asking the intended victim if they could be textmates.

“Siguro ang mobo nga paril ra ang nag uwang sa balay sa biktima mao siguro to natintal ang suspect. Gani niitsa pa ni ug papel nga dunay cellphone number ug nabutang didto nga mahimo ba daw sila nga mag textmate” according to Sambag 1 barangay tanod chief Kathelyn Vosotros.

Earlier that night Loquiano was allegedly seen with six others construction workers drinking nearby.

When the immediate relatives of the student asked for assistance from the barangay police around 11 p.m. the suspect’s fellow construction workers refused to cooperate with them.

The police were about to call the number on the piece of paper thrown over the wall when the construction workers changed their minds.

They later accompanied the suspect to the CCPO Women’s Desk.

“Nasuko na ang mga pulis mao to nga duna may nabilin nga papel nga dunay cellphone no giitsa ngadto sa CR sa biktima, tawagan unta to sa police maayo na lang nga ni cooperate ang mga kauban ug niuban sa suspect ngadto sa barangay pit-os”, Vosotros said.

It was the mother who filed the complaint against the suspect as the intended victim is reportedly still in shock.
