Police told to observe operational procedures
CEBU, Philippines - Acting Police Regional Office-7 director Chief Supt. Federico Terte ordered his personnel to observe the Police Operational Procedures during encounters with suspected criminals.
Terte issued the order following the reported encounter along EDSA in Quezon City last February 19 between police and three suspected carjackers.
The suspects were killed in the alleged shootout, but concerns were raised when a video footage of the operation showed one of the policemen still firing at a suspect, who was sprawled on the pavement and appeared to be unable to fire back.
Terte said he does not want his policemen to be placed in an awkward situation just like what the Quezon City Police District is presently facing.
In line with this, Terte also asked the public to assist the police in the peace and order campaign by giving information on criminals.
Muntinlupa Rep. Rufino Biazon is filing a resolution regarding the matter to determine whether there are flaws on the police’s rules of engagement.
Though the CH could not immediately conclude if the incident was a rubout, it was indicated that several rules on police operational procedures could have been violated. — Niña Chrismae G. Sumacot/LPM
