Other managerial posts eyed in Career Executive Service Eligibility

CEBU, Philippines - The top officials of the Philippine Association of Water Districts, Inc. submitted their collective position on the requirement imposed by the Civil Service Commission for general managers to possess a Career Executive Service Eligibility.

In a four-page position paper, PAWD officers are requesting Commissioner Ricardo Saludo of the CSC to “reconsider such eligibility as a requirement not just (for) its general manager but (for) the assistant general manager and department heads as well.”

PAWD officers stated that the said positions are not enumerated in the list of positions required of CES eligibility. They added that “…managerial positions are appointed not by the President of the Philippines but by the board of directors of water districts as expressly provided for under Presidential Decree 198 or the Provincial Water Utilities Act of 1973, as amended.”

Signatories of the position paper include PAWD chairman Carlos Amasula, Jr.; PAWD president Delfin Hilario, and the presidents of each water district in the country. The position paper is likewise endorsed by Prospero Pichay, Jr. who chairs the board of trustees of the Local Water Utilities Administration.
