Bogo City chief not liable for jailbreak
CEBU - Bogo City police chief Supt. Tito Satera was cleared of administrative liability over the escape of eight detainees from the Bogo City Jail last November 24, one of whom was later shot dead resisting policemen.
Cebu Provincial Police Office director Carmelo Valmoria said their investigation showed Satera committed no violation but SPO1 Edwin Cavalida may be found liable for grave misconduct and face summary dismissal proceedings.
“Cleared siya, dili maigo sa command responsibility human among nakita after sa insidente nga nihimo kini sa iyang trabaho ug gani sa wala pa mahitabo daghan na kinig gipahimangno sa mga sakop niini.” Valmoria said.
Cavalida was supposed to be on duty in the jail that night but left to attend a benefit dance, allowing the eight inmates the opportunity to escape.
One of them, Mariano Nieves Antiquina, was later shot dead after shooting it out with policemen in barangay Tacop, San Remigio town. The other seven escapees, all minors, were recaptured and taken back to jail.
Valmoria said Satera immediately informed the CPPO headquarters about the incident and conducted a hot pursuit operation that led to the recapture of the escapees.
He also clarified that the investigation not only focused on the jailbreak case but also the accomplishments of the police.
Valmoria added that even though this is the second jailbreak in Satera’s stint he will not have him relieved because Satera is responsible in his duties.
